The Ministry of Economy and Finance (MEF) and the Japanese International Cooperation Agency (JICA) have officially signed a loan agreement worth JPY 17.776 billion ($114 million) to finance the second phase of the new container terminal development project at Sihanoukville Autonomous Port (PAS).
